I upgraded my Outlook software on my Windows 10 box from 2013 to 2016 and configured my email account only to get an error of 800cce05. I tried various options to get it working, different ISP, disabling anti-virus, changing POP3 and SMTP ports and
discovered that only SMTP was failing. I uninstalled Office 2016 and reinstalled 2013 and reconfigured my Outlook account settings and it worked just fine. What's up with Outlook 2016?
