Outlook 13 contacts that exists are not known

I have a strange problem with my Outlook 13 and contacts

I used Outlook 10 and added all my contacts (with photos) to this list previously. I have reinstalled my laptop using Windows 8, Outlook 13 and Lync 13.

I now have multiple contact sources
- Outlook 

- Outlook (Lync contacts)

- LinkedIn

Whenever i search contacts in the People tab they appear correct (LinkedIn picture takes precedence) and most of my known contacts are linked to Linkedin and Lync contacts.

But strange thing is when i receive a email from somebody within my company the big picture stays empty, Outlook seems to not recognize the contact entirely (not further details shown, no lync information shown "Presence unknown"), Some peope that are outside my company do appear with picture. 

Is this a known issue? are my contacts not correct added to the system?
