Why does outlook open attachments NOT in "read only" state?

This is issue I have been ignored for years. I finally had enough.

On what base does Outlook "decides" to open a mail attachment NOT in "Read only" state?

My network users keep editing attachments without using the "Save as" button.

Instead they use to regular "Save", which suppose to save it in the OLK temp folder,

that seems to fail every time I try to "restore" the lost file.

Does anyone have an idea?
