Colour Categories "new" greyed out on shared inbox.

Hello,

I am trying to let a user on the domain have access to creating (and renaming) colour categories on a shared mailbox. The user has publishing editor permissions on the whole inbox (including sub folders). The user has the "new" and "rename" option greyed out, however they can use the defaults (but not rename them). Other users who have the same permissions level can add/rename colour categories. As an administrator, I can also add/rename categories.

However, last month this issue occurred where a user on the domain (publishing editor of the folder) could rename, delete and create categories on a shared mailbox. They could do this for 2 of them, but another 2 mailboxes they could not do this for. we gave them ownership of all folders and they still could not create any. We had to log into windows as the mailbox, go on outlook and create the categories and name them so anyone who goes into the mailbox can use them.

This is not an option for the current situation, as they will need to constantly rename/create categories and assign theme. 

They are using outlook 2010 and exchange server 2003.
