Outlook 2013 notification popup - no options available

First, the notifications work perfectly: popup and small envelope.  Our issue (we're using Windows 8, Office 2013 on an Exchange 2010 system), is the notification popup not giving us the options to delete an item, flag an item, or even the ability to move the popup to another location on the screen, as you can in Outlook 2010. Is this normal for the Outlook 2013 popup?
