Outlook 2010 - Saving attachements: Secure temporary folder used even when "Save to" is used

Hi. We're using Outlook 2010 on a 2008 R2 RDSH server. As part of lockdown policy there's a FSRM screening filter that prevents users from storing some file types in their user profiles (such as videos and audio files).

Now some users need (approved) to save .WAV files from Outlook emails, but they're unable to do so even when they use the "Save as/to" function on the attachment (to save the file in a location unrestricted by the FSRM filter). It seems Outlook is always trying to save the attachment to the Outlook Secure folder located C:\Users\<user>\AppData\Local\Microsoft\Windows\Temporary Internet Files\Content.Outlook\<randomly-generated-folder> even when you don't actually open the attachment and want to store it elsewhere.

Can Outlook be forced to skip the secure folder in this case? Because we cannot realistically make and exception for this secure folder, because a) the name is generated, b) differs for every users, c) FSRM doesn't support wildcards in screening exceptions.
