Outlook 2010 unable to open some nested attachments

Apologies if this has been asked elsewhere but I have trawled the net and cannot find an answer.

 

We recently upgraded to office 2010 / windows 7 and implemented the MS recommended enterprise group policy's as a baseline for our GPO security model.

A strange issue has arisen surrounding outlook 2010 attachments, users cannot open some nested attachments (by nested I mean an attachment within an email which has also been attached to a further email) when attempting to open the attachments they receive the following message:

'You do not have sufficient permission to perform this operation on this object. See the folder or contact your system administrator'.

This does not happen to all nested attachments, in fact some attachments within the same email can be opened whilst others cannot. It does not appear to be linked to a particular attachment type either.

I know the fault is contained somewhere within our GPOs as when the user forwards the message to an administrator who does not have the GPO's applied we can open the message, un-nest the attachment and send it back to the user, who can then open it without issue.

My initial thoughts were it could be to do with outlook level 1 and level 2 attachments security levels but the relaxation of these policies has had no effect.

Any ideas as to what could be the cause of this?
