Need help with a project - how to create a add-in for Outlook 2010

Hey Guys,
So I am new at this and have no idea where to start, so any help whatsoever will be helpful. If you know of an app or a program that will do what I want, let me know. I want to start here because I use Outlook 2010 the most. 
I want to create a new tab and application in Microsoft Outlook 2010 for a business. The intent of the app is to allow workers to distribute work among colleagues. A problem in our business is that someone will be slammed and want to distribute the workload, but on a another day that person might have absolutely nothing to do. With this app, team-members can just see in real time who is free to take on a quick project. 
In this tab/application I want to create two things: 
1. A status indicator (something that someone can click and toggle to "free" or "busy"). Below the status button, I want a live list of everyone on the business network (or better yet--in our department) with their current statuses ("free" or "busy") to give everyone the opportunity to email someone who is free to distribute work.  
2. A forum that updates in near-real time where people can posts projects they need help with or want to distribute to someone else and people can view them and choose whether or not to accept the project by emailing the person.
