Prohibit Moving a 'User Created' Outlook 2010 Folder

We are using Exchange 2010 and Outlook 2010.

I have a Outlook folder called Email Retention Folder that is at the root of the folder structure. This folder is used to store emails that are destined for our Symantec Enterprise Vault Archive server. Enterprise Vault is configured to only look at this (Email Retention Folder) folder for archiving. Exchange runs email retention rules against all the other folders.

My issue is occasionally users will drag the Email Retention Folder under the Inbox, in doing so it now inherits the Exchange retention rules and all the Enterprise Vault email shortcuts are deleted.

How do I prohibit users from having the ability to move the folder? Typical to users being prohibiting from moving an Outlook system folder.
