How do I create a GPO to import a safe sender list into Outlook

Outlook 2010, Exchange 2010.  Mix of Windows 7 and XP clients.  

I created a GPO to automatically import a safe sender list per KB 2252421. 

When I open Outlook, I don't see any entries in my safe sender list.  

One of the threads I found said to  disable the Import Append setting in the GPO and create a DWord value of 1 for JunkMailImportLists and JunkMailImportAppend in the following registry key:

HKEY_CURRENT_USER\Software\Policies\Microsoft\office\14.0\outlook\options\mail

At that location, I do see a JunkMailSafeSendersFile whose value is the path to the network share containing the file.  (I assume this came from the application of the GPO)  

Despite numerous gpupdates and reboots, my safe send list remains vacant.  I can manually import the file in Outlook so I don't think it has anything to do with the file content or permissions.
