Response Buttons Missing in Some Outlook 2010 Meeting Requests

I have an issue where a users Response buttons are missing inside of meetings. Per the screenshot below I have opened a new meeting where it works and an old re-occurring meeting where the buttons are missing.

As you can see the buttons are missing from the message below. I'm not sure when the behavior started to happen as the user didn't get with me right away on the problem but the following things have changed:

1. Migrated existing PST files to a new in-house 2010 Exchange server SP1. the users PST was imported using the import/export tool in Outlook 2010. The users client has always been 2010.

2. The mailbox has been synchronized with Active-Sync to a Motorola Droid Pro 4.5.1. this is when the user brought it to my attention.

What I have already tried:

1. Deleted the profile from the phone, the partnership with the exchange server, and the .OST file on the users computer. I then launched Outlook with /clearfreebusy and /resetfolders command line switches but this did not resolve my issue (This was advice given to me by a great Exchange MVP, who I still think is great).

2. Researched solutions and tried changing the delegates settings for the user, but they are greyed out so I didn't proceed further as I don't think it's the root cause.

3. Checked for any conflicting Add-Ins or cosmetic problems with the Ribbon. No issues there. In fact I can add the Accept check mark to the quick access but it's greyed out. This leads me to believe something is turned on or the meeting is in some way corrupted.

So any ideas? Thanks in advance for any solutions anyone can provide.
