force show the navigation pane in outlook 2013 via GPO or registry

We want to enforce always showing the navigation pane in outlook 2013. Even if a user "minimizes" it. We want it back after they restart outlook.

I can't find anywhere this can be controlled via GPO. I've been doing registry compares trying to figure out what settings controls if the pane is visible or not but am not having much luck. It doesn't help that outlook 2013 stores all the preferences in freaking binary values with non descript key names like 0003048d.

Can someone tell me how to force the navigation pane visible either through a group policy or registry tweak. thanks.
